الأسئلة الثلاثة التي يجب أن تسألها لأي مورّد
أولًا: الحوكمة. من يراجع ما ينتجه الذكاء الاصطناعي قبل أن يصل إليك؟ هل هناك بوابات موافقة واضحة؟ ثانيًا: أثر التدقيق. هل يمكنني استعادة كل قرار اتخذه النظام، مع السياق الكامل والتوقيت؟ ثالثًا: سيادة البيانات. أين تُخزَّن بياناتي؟ هل الاستضافة ضمن حدود السيادة الإماراتية؟ إذا لم تحصل على إجابات واضحة على هذه الأسئلة الثلاثة، فالمنتج ليس جاهزًا للاستخدام الحكومي.
لماذا السيادة تُحدث فارقًا في السياق الإماراتي
اللوائح الإماراتية تشترط الاستضافة المحلية لبيانات الجهات الحكومية. لكن السيادة أعمق من الموقع الجغرافي — إنها تعني أن القرار النهائي يبقى بيد المسؤول البشري، وأن البيانات لا تغادر البيئة المحكومة، وأن النظام يمكن تدقيقه من الداخل في أي وقت. ابنِ أو اشترِ على هذا الأساس.
